Notification
Passing of John Briscoe
On May 16, 2025, HOA Board Member at Large John Briscoe passed away due to complications from open heart surgery. He was 72. John Briscoe joined the Board in 2020 and was re-elected till present. As an off-site owner of four units at Harbour Vista, John Briscoe took a personal interest in our community by volunteering to serve on our Board. His experience with property management through his investment in properties in multiple associations provided the Board insight and a common sense approach. HOA BOARD Vacancy
John’s passing will create a vacancy on the HOA Board, which will be filled by appointment until the elections commence in July. Any member who wishes to complete his remaining term should contact the Board to volunteer. ■

Infestation of Mice and Rodent
Because of recent woodworking construction and the removal of the shrubs along the block wall separating our neighboring condos to the west, rodent (mice) infestation have started to occur. This is because these activities have disturbed the rodent natural homes and they are forage outside their area. To solve this issue requires action by the HOA for common areas pest control along with members taking responsibility for pest control for the inside of their units and garages.
Last Board Meeting
At the last Board meeting on October 24, 2024, it was brought to the Board attention of a rodent infestation for a couple of Blackbeard Garage. This issue has now expanded with rodents (mice) spotted other places including the entire Blackbeard Garages 1 through 10, the  4831 Lago building and 16512 Blackbeard building. 
Homeowner Responsibility
It must be noted that the HOA and pest control company Cura is not responsible traps inside the garages or inside homeowner units. That is the homeowner responsibility as required by the CC&R’s  Section 2.07. Repair and Maintenance Rights and Duties of Association.. Members should keep their homes and garage clean and maintained. 
Place Traps, Call Service
Members can take action by placing bait traps and making an appointment with a pest control service to spray or treat the inside of their garage or condo unit.■

Phase 3 has been rescheduled to Wednesday November 29, 2023

NPG Corporation will be performing seal coat work at Vista Harbour HOA on the dates listed below. Please review the schedule below and mark these dates on your calendar.

We apologize in advance for any inconvenience that may be caused during this work, but it is for the betterment of your streets.
Seal & Strip Schedule
Phase 3 ~ Wednesday November 29th, 2023
(Keep in mind that weather and asphal conditions may change the dates listed above.)

Notes:
  1. The November 29 Phase 3 slurry coating was rescehdeuled from November 15 due to rain.
  2. The Grunion and Blackbeard fire gate will be open on Wednesday November 29th

We would appreciate your cooperation in the following matters
  1. All vehicles must be removed from the property for work to begin promptly at 7:00 a.m. on dates above, and are to remain off the work area until the cones and ribbons have been removed from designated areas. Any vehicles left in the areas to be repaired after 7:00 a.m. will be towed at owner’s expense. Please note that vehicles left in driveways or surrounding areas may get dusty from ongoing work. NPG will not be held responsible for dirty vehicles if you choose to leave your vehicle in the work area during construction.
  2. Please make sure your irrigation is turned off 24 hours prior to the seal coat
    project so that the streets will be dry during this project. Irrigation should remain off until 24 hours after the street is opened. Any water that goes onto the street prior and during the seal coat will cause the seal not to properly adhere to the asphalt.
  3. Please cancel all scheduled deliveries or home services during these work days.
  4. Please note that the material being applied in the construction area is wet and will stick to your shoes, clothing, skin, and cars causing tracks to be left on concrete, inside
    residences, carpets, etc. NPG will not be responsible for any carelessness due to
    crossing over areas that were blocked off.
  5. Please be alert when driving or walking near the construction areas and DO NOT CROSS, as these areas will be coned and/or ribboned off. Any individual that drives on the street prior to the street being opened for vehicular access will be responsible for any damages to the street or sidewalk.
  6. Please direct all inquiries to your Management at 714-606-3491.
    We will endeavor to complete this work as quickly as possible and with a minimum inconvenience to you.

Message from the President
Dear Harbour Vista HOA members,

I want to make you aware that the Harbour Vista HOA board has selected Professional Community Management (PCM) as our new community management company, starting May 1st.

You will receive, or may have received already, and email from PCM allowing them to introduce themselves. In the email they provide pertinent information such as the 1-800 number you will need to contact them and instructions for how to set up a future payments that will go through them.

The announcement will also be sent to you via US mail, so look for it in your mailbox.

The email will be coming from Pro_transitionsteam, and it explains that you will receive a new account number, which you need to switch your electronic payments from Progressive to PCM. The account number may also go on the checks you mail to them. Your May 1st payment is the first one that is going to be processed through the new company.

It is important to note that only the HOA payments are going through this change. The landlease payments that you send to Harbour Vista LLC. will continue as usual, so continue to make those payments as you normally do.

ANNUAL MEETING (ELECTIONS)
The Annual Meeting and Election of the Board of Directors for the Harbour Vista Homeowners Association will take place on September 29th, 2022 @ 6:00 PM. The purpose of this meeting is for the membership to elect five (5) members to the board of directors for a term of one (1) year each.
Request for Candidates
Any member of the HOA interested in serving on the Board of Directors for the Harbour Vista Homeowners Association, should complete the Declaration of Candidacy () form.
Return by July 29
Return the Declaration of Candidacy form to Progressive Association Management no later than July 29th, 2022 to ensure that your information is included in the ballot material. MANDATORY DECK TESTING
The California legislature recently passed SB326 known as the “deck inspection bill” which requires Associations to conduct mandatory deck inspections to confirm the structural integrity and safety of all deck systems. The Board of Directors for Harbour Vista recently retained the services of Focused Inspection Group LLC (“FIG”) to complete this mandatory deck testing.

This will entail the inspectors accessing your balconies and patios. They will knock on the units door to inform the occupant of the inspection. But even if no one is home, they will proceed to access the balconies or patios to perform their testing via ladder or jumping patio enclosure.
Project Dates

Inspection will be performed by Focus Inspection Group.
Projected Start Date: November 27, 2023
Target Completion Date: November 30, 2023.
Process
  • The process will involve performing 3/8” drill holes on the underside of 11 stair entry landings, 4 smaller stair landings and walkway spaces. The inspections will also include the full visual inspection of 145 open balconies.
  • ALL items on the patio/deck surface that would prevent the placement of a ladder and associated inspection materials and tools should be moved to the side of the deck for the duration of testing and inspections.
    • Access onto patios/decks is not limited to those units that will have an element tested. In some cases, we may be testing an element near or around a home and would need to use a patio/deck not being tested for ease of access and placement of our associated inspection materials.
    • Focus Inspection Group assumes no liability for damages caused to personal items left on the patio/deck while testing is in progress.
  • The testing will be limited to the exterior of the building and will not require interior access to any of the units. Patios/Decks will be accessed via extension ladders; please keep curtains closed for privacy.
  • Noise may be minimal, and we encourage homeowners to plan accordingly, including notifying their tenants.
  • Scheduled may be postponed or delayed due to weather
  • Our working hours are from 8:00a.m. to 5:00p.m. (Monday – Friday)
